Cosmetic Product Notification and UTS Cosmetic Company Registration

What is the Product Tracking System?

The Product Tracking System (PTS) is a registration and tracking system in which cosmetic products produced in our country or imported to our country are registered, and effective market surveillance and inspection activities can be carried out for these products.

How is Cosmetic Product Notification Done?

Cosmetic products are under the jurisdiction of the Turkish Medicines and Medical Devices Agency of the Ministry of Health. Manufacturers, importers, and distributors of cosmetic products are required to notify their products to the product tracking system. The sequence for the notification process is as follows:

  • UTS Cosmetic Company Registration
  • UTS Appointment of Responsible Person for Cosmetics
  • UTS Appointment of Responsible Technical Personnel for Cosmetics
  • UTS Product Notification Procedures

 

The definition of cosmetic product is clearly stated in Article 4 of the cosmetic regulation:

"Cosmetic product: It means all substances or mixtures prepared to be applied to the outer parts of the human body; epidermis, nails, hair, lips, and external genital organs, or teeth and oral mucosa, with the sole or primary purpose of cleaning, giving scent, changing appearance, preserving them, keeping them in good condition, or correcting body odors."

Every product and/or products (including cosmetic product sets) that comply with this definition must be notified to the ministry via the product tracking system (PTS).

Although not limited to the following, the necessary information and documents for cosmetic product notification are as follows:

  • Barcode information compatible with the GS1 format for the product owned by the company
  • Full name and contact information of the place where the product is produced
  • Product formula
  • Primary and, if any, secondary packaging of the product
  • Product image

 

The Ministry may request different information and documents for each product review. For example, for a cosmetic product containing Alpha Hydroxy Acid (AHA), it may request pH information for the product, a safety assessment report for a product that it considers may pose a risk to the consumer due to the product formula or presentation, or a test report with appropriate results for a claim "-free" on the label.
