"Detergent" is a general definition given to products used for industrial purposes such as liquids, solids, powders, molds and similar forms used in cleaning and washing, as well as for domestic use in the context of "Communiqué on Detergents and Surfactants Used in Detergents".
Detergent products are evaluated within the scope of the "Communique on Detergents and Surfactants Used in Detergents" published in the Official Gazette dated January 27, 2018 and numbered 30314.
The obligation to notify the Ministry of Customs and Trade of the Republic of Turkey for products that are within the scope of "Detergent" or "Surfactant Used in Detergents" to be placed on the market in Turkey has been abolished. However, manufacturers that place their products on the market within the scope of the legislation keep the Safety Data Sheet, Label and Technical File of the product in their company to submit to the Ministry upon request.
If a preservative is used in detergents according to the relevant Communiqué, this protective substance must be indicated on the product label with a special situation.
"International Nomenclature of Cosmetic Ingredients". The INCI name of the chemicals used is also used when preparing the Detergent Product Content Data Sheet.
The Detergent Technical Dossier is a dossier prepared for "Detergent" or "Surfactants Used in Detergents". This dossier is not submitted to the relevant Ministry. However, it is mandatory to keep it under the "Notification Owner Company" in order to be submitted to the inspectors during the inspections to be carried out. The technical dossier contains detailed information about the product and documents proving that the necessary permits have been obtained regarding the fact that it is not harmful to health.
Soap is not detergent in chemical and technical sense. However, within the context of "Communiqué on Detergents and Surfactants Used in Detergents’’ No.28807, "Detergent" means any liquid, powder, paste, bar, mold, molded product containing soaps and/or other surface active substances intended for use in washing and cleaning processes, any substance or mixture which may be present in any physical form, such as articles, parts, etc., and which can be supplied to the market for use at home, for institutional or industrial purposes".

An "Ingredient Data Sheet" is prepared for the detergent product. The information in the "Ingredient Data Sheet" is kept confidential by authorized public institutions and health personnel and is used only for medical purposes.
