Use of Ethanol as an Active Substance Approved
Notes from the February Meeting of the Biocidal Products Committee
At its meeting held in February, the European Chemicals Agency (ECHA) Biocidal Products Committee (BPC) approved the use of ethanol as an active substance for the following product types:
- Product-type 1: Human hygiene products, such as hand disinfectants
- Product-type 2: Disinfectants and algaecides not intended for direct contact with humans or animals
- Product-type 4: Products used in food and feed areas
The opinion of the Biocidal Products Committee will be submitted to the European Commission for a final decision. The European Commission will prepare a regulation regarding the final decision and submit it to the EU Member States for a vote by the competent authorities. If adopted, the decision will become legally binding.
In such a case, biocidal products containing ethanol will be subject to authorisation under the Biocidal Products Regulation. Companies will be required to obtain either a Union authorisation or a national product authorisation.
If the decision is not adopted, biocidal products containing the relevant substance will need to be withdrawn from the European Union market during the transitional period.
